The Presidential Circular on the National Artificial Intelligence Strategy (2021-2025), which lays out the roadmap of artificial intelligence (“AI”), has been published in the Official Gazette (No. 31574) on August 19, 2021. Accordingly, The Artificial Intelligence Strategy (“Strategy”) was launched to the public with a ceremony and published on the website of the Presidency Digital Transformation Office on August 24, 2021.
According to the Strategy, AI specialists shall be primarily employed in accordance with the needs of the sector. The academic and technical capacity of universities in this field and the quota of students, who will enroll undergraduate and post graduate degree programs shall be increased. Public support on the development and implementation of AI technologies will be enhanced and with regard to these, monitoring and evaluation mechanisms will be activated.
Furthermore, the number and the quality of genuine startups that develop AI products and services will be ramped. AI-focused venture capital funds will be created, and the volumes will be expanded.
Under the Strategy, scientific research shall be conducted regarding the effects of AI technologies and systems on the socio-economic structure. Structural alterations for the effective use of AI technologies in the public institutions will be accelerated. Moreover, participation in cross-border projects, especially in the European Union, will be ensured. Joint projects and cooperation activities will be carried out at the international level with strategically important countries and leading organizations.
With the publication of the Strategy, Turkey is taking an important step that will help to develop the AI sector.
